"Chaos is inefficient."

Backstory

Ulysses Vaughan is the Ringleader of Lazulum — the oldest of the three Triads and the syndicate that controls nu-Eden's underground infrastructure, contracts, and institutional memory. He doesn't negotiate. He documents. Every favour, every debt, every betrayal — Lazulum remembers.

Where Amaranth burns bright and Malachite burns deep, Lazulum burns slow. Ulysses Vaughan represents the patient, transactional face of organised crime — the kind that owns you before you realise you've been bought.

Personality

Ulysses is the most dangerous kind of criminal: the one who made crime boring. No spectacle. No ritual. No philosophical justification. Just contracts, ledgers, and the quiet certainty that everything you own was already his before you claimed it.

His Poison/Plant typing is the transactional metaphor made botanical. Poison is the slow kill — the debt that accrues interest until it becomes lethal. Plant is the infrastructure — root networks that spread beneath the surface, invisible until they've colonised every foundation in the district. Ulysses doesn't attack. He grows into you. By the time you notice, the roots have already compromised the structural integrity of everything you built.

As a Controller, his combat philosophy is territory denial through chemical and biological means. Ulysses deploys toxic environments, parasitic plant constructs, and atmospheric contamination that makes entire zones unlivable for anyone who hasn't been inoculated — and inoculation comes through Lazulum membership. This is his business model rendered as ability design: you can operate in Ulysses's territory, but only with his permission, and permission has a price.

His codename — Avaris — references the ancient Egyptian city that served as the Hyksos capital: a place of foreign occupation that became so embedded in the local infrastructure it was indistinguishable from the indigenous government. Lazulum is Avaris in corporate form: an occupying power that has existed so long it is the infrastructure.

The "chaos is inefficient" quote is the fundamental divide between Ulysses Vaughan and every other faction leader. nERF fights for freedom. The Board fights for control. The other Triads fight for ideology or spectacle. Ulysses Vaughan fights for efficiency. Chaos disrupts contractual obligations. War damages profitable infrastructure. Disorder makes debt collection difficult. Ulysses Vaughan would prefer a world without conflict — not for humanitarian reasons, but because peace is better for business.

Appearance

Ulysses is inspired by Walter White (Breaking Bad) and Gustavo Fring (Breaking Bad) — the criminal kingpins who built empires on the principle of being unremarkable. Ulysses's design is the opposite of imposing. He looks like a mid-level corporate manager because he is a mid-level corporate manager — the most dangerous

  • Hair: Dark brown, slicked back with meticulous precision — every strand in place, the grooming of a man who treats personal presentation as a contractual obligation to himself
  • Eyes: Cold blue, mathematically focused — Ulysses looks at people the way an accountant looks at figures: assessing value, calculating risk, determining terms
  • Build: Lean, controlled, still — Ulysses's physicality is the opposite of imposing. He is unremarkable by design. The most dangerous man in nu-Eden's underworld looks like a mid-level corporate manager.
  • Outfit: Tailored blue suit — Lazulum's colour worn as business attire. No visible weapons. No tactical gear. No concessions to the reality that he runs the most extensive criminal infrastructure in nu-Eden. The suit says: this is business.
  • Color Palette: Lazulum blue, slate grey, botanical green — corporate crime rendered as colour theory
  • Distinguishing feature: The stillness. Ulysses is supernaturally composed. He doesn't fidget, doesn't gesture, doesn't raise his voice. Conversations with him feel like contract negotiations because they are.

Relationships

CharacterRelationNotes
Priscilla NommikRival RingleaderAmaranth's spectacle is everything Ulysses Vaughan considers wasteful. Priscilla Nommik broadcasts violence; Ulysses Vaughan documents it. He considers her reckless. She considers him a fossil. Both are correct.
Ulrich LarssonRival RingleaderMalachite's ritual violence and Lazulum's transactional violence occupy different philosophical positions. Ulrich Larsson erases; Ulysses Vaughan records. Their mutual contempt is professional rather than personal.
Tariq al-NassarSupplierArcanis Industries sells to everyone, including Lazulum. Ulysses Vaughan buys Arcanis Industries weapons through legitimate procurement channels because he files the paperwork correctly. This is funnier than it sounds.
Hailey MooreThematic mirrorBoth Poison/Plant — one healer, one criminal. The same biochemical toolkit applied to opposite purposes. Ulysses Vaughan uses plants to control territory; Hailey Moore uses them to restore health. Same language, opposite grammar.

Philosophy

Lazulum views violence as business continuity. Everything is transactional and documented. They are willing to wait years — decades — to collect on a debt. They own people without killing them, and they never forget.

Other syndicates hate Lazulum because their control is invisible. By the time you realise you owe them, it's already too late.

Trivia

  • Name origin: "Ulysses" — the Latin form of Odysseus, the man who won the Trojan War through patience and cunning rather than brute force. "Vaughan" is Welsh, meaning "small" — the most dangerous man in the underworld is named for smallness. The irony is the point.
  • Codename — Avaris: The ancient Hyksos capital in Egypt — a foreign power that became so embedded in Egyptian infrastructure it was indistinguishable from the legitimate government. Lazulum's operational philosophy as an etymology.
  • C.I.D.E tolerance: Lazulum is tolerated by C.I.D.E because removing them would collapse the underground infrastructure that C.I.D.E itself depends on. Ulysses Vaughan documented this dependency deliberately. The documentation is the defence.

Goals

  1. Own everything without anyone noticing — Lazulum's endgame isn't control. It's ownership. Contracts, debts, infrastructure rights — Ulysses wants to own nu-Eden's underground economy so completely that removing Lazulum would require dismantling the economy itself.
  2. Outlast the other Triads — Amaranth burns bright and fast. Malachite burns deep and ritualised. Lazulum burns slow. Patient capital always wins.
  3. Prove chaos is inefficient — every disruption costs more than it gains. Every war damages profitable infrastructure. Ulysses's philosophical mission is to demonstrate that order — his order — is the only sustainable model.
