Ryutaro Shinoda — also known by his English name Ross — is the President of The Board, the corporate parliament that governs nu-Eden from atop the Strata. He is a man who exists as two people at once.

To the public, Ryutaro Shinoda is a polished, media-savvy, charismatic leader. He gives speeches about corporate harmony, progress, and the veneer of democracy. People joke about him, mock him, and admire him — all surface-level. His public breakdowns — the crying on camera, the trembling hands, the bowing too far — are legendary. Whether they're genuine or performance art remains an open question.

Behind closed doors, Ryutaro Shinoda operates with C.I.D.E, The Board, and select insiders like Aoi Matsuno and Sumire Yoshinari. He makes ruthless strategic decisions, orders covert operations, and manipulates inter-corporate politics with surgical precision. He maintains personal relationships with key Resistance figures to influence defections and maintain balance.

nERF can oppose everyone — the conglomerates, C.I.D.E, even The Triad — but they can't touch Ryutaro Shinoda directly. He is functionally Up-Wing-adjacent, but not actively exploiting anyone. That ambiguity is his shield.

Personality

Ryutaro is the most dangerous person in nu-Eden because nobody knows which version of him is real.

The public Ryutaro — the one who cries on camera, bows too deeply at press conferences, and delivers speeches about corporate harmony with a tremor in his voice — is either the most emotionally transparent leader in the city's history or the most elaborate performance art installation ever mounted. The answer matters enormously. Nobody has it.

Behind closed doors, the tremor disappears. The crying stops. Ryutaro becomes surgical, calculating, and efficient in ways that would terrify the public if they saw it. He maintains personal relationships with Resistance figures not out of empathy but because defections are cheaper than wars. He orders covert operations the way other people order lunch — with specificity, without hesitation.

His Normal typing is the tell. In a world of elemental extremes — fire, ice, chaos, dark — Ryutaro is just... normal. Untyped. Unclassifiable. This isn't a weakness. It's an ontological defense. You can't counter what you can't classify.

Core (2) — Filibuster

Channels a suppression wave that gradually slows all enemies in a forward cone. Enemies who remain in the cone for the full duration are silenced.

Special (3) — Closed Session

Creates an opaque barrier dome around himself and nearby allies. Enemies outside cannot see or target through it. Allies inside gain increased reload speed.

Ultimate (4) — State of Emergency

Declares a city-wide emergency: all allies gain damage reduction, status immunity, and increased movement speed for 8s. Enemies in range have their abilities put on extended cooldown.

  • Name origin: Named after the infamous Japanese politician known for his tearful public breakdown. The surname was changed to Shinoda (from Mike Shinoda of Linkin Park) in later development, but the association with performative public emotion was retained as a core character trait.
  • English name: Formerly Ross Armstrong in earlier drafts — "Ross" from Ross Tran (@rossdraws). The name shift from Western to Japanese reflects the character's own identity duality.
  • Normal typing: The only Board member with a single, non-elemental type. This is thematic — Ryutaro's power doesn't come from extraordinary abilities but from ordinary political mastery applied at extraordinary scale.
