Shibuoka is the eastern ward of nu-Eden, a dazzling sensory assault of holographic displays, Reflexio feeds, and perpetual entertainment. The name (渋岡, "astringent hill") belies the ward's nature — beneath the neon glamour is a surveillance apparatus so thorough that every blink, every heartbeat, every moment of attention is captured, catalogued, and sold.

Shibuoka occupies the eastern edge of nu-Eden, spanning Cloud and Stacks levels. The ward is architecturally spectacular — towering holographic billboards, transparent walkways, and buildings that shift their exterior displays throughout the day. At Cloud level, Eos Broadcasting's headquarters dominates the skyline. At Stacks level, the media district gives way to entertainment complexes, streaming studios, and content creation hubs.

▸Culture

Shibuoka's culture is performance. Everyone is an audience member, and everyone is a performer. Content creation is the ward's primary industry — streaming, music, art, fashion — all filtered through Eos's approval system. The ward produces nu-Eden's celebrities, trend-setters, and cultural icons, all of whom are corporate products whether they know it or not.

Team Retronyx's operations in Shibuoka during Act II exposed the depth of Eos's media manipulation. Tristan Fourier's spectral nature made him uniquely resistant to Reflexio's visual control — a ghost can't be seduced by images designed for the living.
